The Western Program Alliance (WPA) is currently delivering a program of major works on both the Aviation Road level crossing in Laverton and Ferguson Street crossing in Williamstown. They are soon to be commencing on the upcoming Cherry and Werribee Street crossings in Werribee. There are additionally a significant number of projects under development and yet to be announced in the future between now and 2025.
Purpose of the role:
Employed by the main contractor and reporting to the Delivery & Interface Manager the Senior Estimator is responsible to ensure that accurate estimates of the total costs of allocated projects are completed on time and in accordance with the required technical standards.
Key Responsibilities / Accountabilities:
• Ensure that estimates are executed in accordance with the client’s specifications or design brief and the Company’s procedures.
• Maintain currency with industry trends and new design and construction technology.
• Conduct site inspections and contract negotiations.
• Issue request for quotations for tenders.
• Ensure quality, safety and environmental requirements are accommodated in tender submissions.
• Follow up and analysis of RFQs.
• Analysis of tender documents.
• Scheduling engineering, procurement and construction activities.
• Analyse and comment on proposed commercial terms of projects.
• Ensure tender deadlines are met.
• Keep constantly informed of actual site costs.
• Develop an understanding of design and system requirements to enhance industry knowledge.
• Ensure tender deadlines are met.
• Ensure the tender process is regularly reviewed to identify opportunities for improvement.
Additionally undertake post-tender submission administration including the following:
• Analyse successful tender.
• Unsuccessful tender review and analysis.
• Attend contract negotiation meetings and post-tender discussions with client.
• Ensure that upon award of works that contract documents are reviewed prior to acceptance.
• Ensure that tender files and records are accurately maintained and made available to construction personnel upon handover.
• Project start-up and handover to project management team.
• Any other duties as may be required by the Company.
Required Competencies:
• Preferably a tertiary qualification in a related discipline.
• Proficient in software packages such as Innate Estimate, PRISM
• Demonstrated experience in 5D cost estimates
• Minimum of 8-10 years estimating experience in the construction or building industry with sound costing analytical skills.
• Proficient in planning, organising and working to time lines.
• Strong communication and independence abilities with the capability of enthusiastically engaging others.
